The Congressional Papers series comprises the bulk of the collection and documents Carl Levin's 36 years in the Senate. This series is organized into sub-subseries chronologically by senatorial term and then by subject. Sub-subseries include: 1979-1984 (96-98th Congress), 1985-1990 (99-101st Congress), 1991-1996 (102-104th Congress), 1997-2002 (105-107th Congress), 2003-2008 (108-110th Congress), 2009-2014 (111-113th Congress), and Multi-congress. Sub-subseries files are organized by subject and include physical and digital office records: administrative and office files, records relating to agriculture, animal protection, the arts, business, civil rights, crime and justice, Defense and Armed Services Committee, economic policy, education, energy and natural resources, foreign policy, Government and Governmental Affairs Committee, Government and Homeland Security, health and human services, housing, human rights, immigration, industry (including the auto industry), interior, labor, Michigan, photographs (including photos taken by Senate photographers over the course of Levin's career), press, speeches, trade, transportation, and veterans.
The bulk of the records documenting subjects in this series are the personal office files of Senator Levin and his staff members. This material includes correspondence, memoranda and office communications, staff files, topical files, schedules, trip itineraries, background information, briefing books, reports, voting records, legislative planning meetings, legislative achievements, action files, Levin's writings, materials related to the official website, social media, newspaper clippings (including scrapbooks of clippings digitized by his staff), press releases, press conferences, op-ed articles, photographs, drafts of legislation, bills, speeches, floor statements, hearings, interviews, annotated copies of printed material (including the Congressional Record), and audiovisual materials.
