In his speech, Govenor Blanchard addresses Michigan's financial crisis and increasing deficit as well as the high unemployment rates. He proposes new executive orders to manage the unemployment rate as well as budget cuts and an increase in income taxes to help overcome the financial crisis and balance the state budget. At the end of the speech WKAR reporters discuss the speech with two analysts.)
