The Operations, 1981-1990 series consists of twenty linear feet of materials arranged into two subseries according to office classification: blue folders and other scheduling files. The vast majority of material in this series consists of the blue folders created by the Operations Division staff to prepare Blanchard for public appearances. This subseries totals nearly eighteen linear feet of materials arranged chronologically and consists of reports, briefing papers, speeches, and schedules. These materials provide a unique insight into the labor-intensive process of bringing the governor and his message to the people. The other scheduling files subseries includes confidential schedules, events done, and gubernatorial campaign The confidential schedules and events done sub-subseries provide summary information on where, when, and before whom Blanchard appeared in public. These are of a limited use, made more valuable by the closure of the richer records contained in the blue folders. The gubernatorial campaign sub-subseries provides a wealth of detail on Blanchard's initial campaign for the governor's office. In some ways, these files can be viewed as the prototype for the blue folders, providing background and briefing materials, scheduling information, and speeches used by Blanchard as a candidate.
