The Detroit Water and Sewerage Department (DWSD) series (36 linear feet and 8.41 GB) primarily documents Bulkley's activities as a special master (1977-1978) and monitor (1978-1983) in the Environmental Protection Agency's lawsuit against the City of Detroit (case number 77-1100), which addressed the city's violation of the Federal Water Pollution Control Act and was presided over by Judge John Feikens. Materials include monitor and master reports, consent decrees/judgements, clippings, correspondence, court proceedings/testimony, reports (including consent judgement progress reports), legal documents, meeting minutes, operating logs, notes, publications, and photographs.
The major focus of this series is the Detroit Water and Sewerage Department, one of the largest governmental water and wastewater service utilities providers in the United States whose service area consists of multiple sewer districts and individual municipalities. Specific topics include negotiating the consent judgment and amended consent judgement, which addressed industrial waste control, staff training, effluent limitations, air quality, and user charges (among other topics); the testing of the Detroit Wastewater Treatment Plant's (DWWTP/DWTP) sewage treatment capabilities to ensure compliance with the standards of the Clean Water Act; and the appointment of Detroit Mayor Coleman A. Young and Professor Joe G. Moore to facilitate compliance with the court-ordered judgment, particularly when the test revealed the DWWTP's inadequate treatment of waste materials.
Other significant topics include the EPA's National Pollutant Discharge Elimination System (NPDES) permit program and the Industrial Pretreatment Program (IPP); DWWTP's building improvements and related lawsuits; various committees Bulkley was involved with, particularly those pertaining to the Greater Detroit Regional Sewer System (GDRSS); CSO control efforts, as exemplified by the long-term CSO control plan; and the challenge of maintaining the DWWTP under the City of Detroit's jurisdiction.
The Case Files series (1956-2013, 7 linear feet) contains materials related to Sax's career as a legal consultant on environmental issues. The majority of the materials are correspondence and research notes. In addition there is digital content relating to the Imperial Irrigation District's water rights to the Colorado River.
Arranged topically, the Philippine collection series includes the following subseries: Administrative; Economic; Education; Foreign Relations; Historical and Social; Legislative, Constitutional and Judicial; Political; Provincial; and Miscellaneous. Within each of these subseries, there are further subdivisions made clear by the folder listing. The arrangement of the Philippine Collection is in much the same order as that developed and maintained by Hayden. Types of materials found within the various folders include reports and memoranda, both official and informal, addresses and speeches, documents of an official nature (such as copies of legislation, budgets, departmental reports, and minutes of meetings), correspondence, and clippings. The Philippine Collection includes photographs that Hayden collected while serving in the Philippines. Also in this series are four motion pictures (with VHS use copies) of scenes of Filipinos life and the Philippine countryside, government installations, American personnel, and official daily life in the Philippine Islands during the mid-1930s.
The Speeches and Writings series (10 linear feet and 3.71 GB) contains Vining's speeches, presentations, books, journal articles, and essays. The materials are divided into three sub-series: Speeches and Presentations, Published Writings, and Unpublished Writings.
The Speeches and Presentations series includes transcripts, correspondence, logistical information, and notes related to speeches and presentation Vining made at Harvard, Villanova University, and the Catholic University of America. A large portion of the material focuses on presentations Vining gave as the Sir Edward Youde Distinguished Visiting Professor at Hong Kong University of Science and Technology in June 2002. It also features materials from a trip to Hong Kong in 2002.
