Graduate student at University of Michigan from 1966 to 1972 involved in student government and campus organizations. Papers consist primarily of administrative documents from and materials regarding the governance of the various organizations in which Price was active, including the University Cooperative, Graduate Assembly, Student Government Council, Student Relations Committee, and University Bookstore and University Cellar.

The papers document the development and activities of various University of Michigan student governance groups and campus organizations from 1967 to 1971. The files are divided into six series: Central Student Data Files, Co-op, Graduate Assembly, Student Relations Committee, University Bookstore, Inc., and Student Government Council. The series represent the original order of the materials.

Central Student Data Files, 1968-1970

The Central Student Data Files include documents relating to a controversy in 1968-1969 regarding the University's policies on student information retention and accessibility. The papers encompass the efforts on the part of the Student Relations Committee, the Student Government Council, and the Student Affairs Committee to petition the University to amend these policies. The files include administrative items, correspondence and publicity documents.

1920-1978

The initial accessions of material from the Housing Office covered the years 1920-1978. They were received in many discreet accessions. In a major reprocessing of the records in 1986, the numerous accessions were arbitrarily arranged into a single alphabetical Central Topical Files series. Not surprisingly the topic most thoroughly documented in the Central Topical Files is student life within the university dormitory system. There is also much information about dormitory construction and governance. The latter topic covers a wide variety of social customs, but is particularly complete regarding the gradual lifting of special regulations affecting women and the gradual disappearance of gender specified dormitories. Four other topics are covered at some depth. Scattered throughout the records is information regarding race relations within the dormitories and the community. Second, there is a quantity of information regarding fraternities and sororities. Information includes consideration of the organizations' decline in the 1960s (and the subsequent impact on student housing that a loss of fraternity and sorority rooms would entail) and the proposed construction of fraternity and sorority houses on North Campus. Third, there is a large amount of information regarding the construction of Inter-Cooperative Council Sponsored housing on North Campus. Fourth, and more surprisingly, is a large body of personnel records relating to Japanese-Americans employed by the University during World War II. Many came to the university from Relocation Centers, and there is a small body of correspondence with individuals at these Centers.

Unit has undergone several name changes: Vice President in Charge of Business and Finance (1935-1966); Vice President and Chief Financial Officer (1966-1993); Executive Vice President and Chief Financial Officer (1993- ). Includes administrative records reflecting oversight of the university's financial assets, preparation of annual budgets, fiscal policy, investments and expenditures, and various financial issues. Documentation includes topical files, university budgets, and trust fund records. Includes files of office holders Shirley Wheeler Smith, Robert P. Briggs, Wilbur K. Pierpont, James Brinkerhoff, and Farris Womack, Chandler Matthews, Robert Kasdin, and Timothy Slottow.

Measuring 227 linear feet, 1 oversize folder, 51 oversize volumes, and 283 GB (online), the records of the Vice President and Chief Financial Officer document the fiscal history of the university beginning from 1909. At least since the 1950s, the vice president has taken responsibility for the creation of university policy in areas requiring special fiscal knowledge as well as for the preparation of the university's general fund and trust budgets. Other activities, such as policing actual expenditures or the day to day operations of specific service units within the university reporting to the vice president, have been delegated to subordinate offices.

Reflecting this division of responsibility, the records of the vice president document major fiscal issues facing the university and the preparation of the university's annual budgets. Some of the records are office files. However, the office also retained many key bound financial documents including an official set of the university's annual budgets.

The records are organized into six series: Central Topical Files; Supplemental Files; Assistant to the Vice President and Chief Financial Officer; Associate Vice President for Finance; University Budgets, Accounts and Reports; and Photographs. Most series are further divided into several subseries, reflecting different accessions. There is considerable overlap in date span of the topical files of the Vice President and Chief Financial Officer. Files created by one Vice President were sometimes retained for use by his successor(s) and transferred at a much later date than the bulk of his records.

1929-1997

The 1929-1977 Topical File (1984 accession, boxes 1-25), includes records dating from 1929 to 1977, however, the bulk of this material dates between 1955 and 1975. The 25 linear feet of material is arranged in one alphabet according to subject headings devised by the office. This subseries generally documents the creation of policy in areas requiring financial expertise, such as investment or insurance, as well as the implementation of other university policies through the expenditure of funds. Major subject headings include: Budget, Capital Outlay Requests, Compensation, Fees, Gifts, Hospital, Indirect Costs, Insurance, Investment, Personnel, Plant Extension, Staff Benefits, and Willow Run. Several audits of the university and its hospital published by the state auditor are found within the vice president's records. They are located under the heading "Auditor General (State of Michigan)."

Correspondence, reports, contracts, and photographs concerning El Olivar Highway Equipment Training Project of the U. S. Foreign Operations Administration and University of Michigan.

The Earnest Boyce Papers (1953-1959) document the establishment and continuation of the Centro de Adiestramiento de Operadores (CAO). The collection focuses on the activities of the El Olivar Highway Equipment Training Project, but also included in the collection is a folder of correspondence that outlines a related project in Bolivia. Background materials, found in the first folder, provide a concise overview of the project's mission, primary participants, and history. These background materials state the CAO's importance not only for Mexican engineers and mechanics, but for a continued co-operation between the United States and Mexico.

Included in the collection are papers documenting the creation of the formal contractual governmental agreement (including the original contract) and the continued university involvement with the building and maintenance of the physical plant and the hiring of teachers and consultants.

Four folders contain a complete run of official reports which document the progress and day-to-day activities of the CAO. These reports were originally sent to Earnest Boyce by A.A. Vezzani, then superseded by Neil Lottridge.

Six folders of correspondence document the working relationships of the men involved with the project and the inevitable problems that occur when people of different cultures must work together.

Of special interest are the many photographs of the primary advisors of the CAO and several newspaper and periodical articles written to publicize the inauguration and the continuing activities of the school. Although many of the newspaper articles are in Spanish, many pictures are included which also provide important information.

Established in 1929, the University of Michigan Department of Anthropology provides instruction in ethnology, archaeology, biological anthropology, and linguistics, and is consistently ranked among the top academic programs in anthropology in the country. The records include correspondence from James B. Griffin's tenure as chair (1972-1975), meeting minutes, memos and general correspondence, and descriptions of degree requirements and courses.

Chair Correspondence (James B. Griffin)

The Chair Correspondence series, 1971-1975 (0.5 linear feet), contains material from James B. Griffin's term as chair of the department from 1972 to 1975. A substantial portion of this correspondence is relatively routine, concerning personnel matters or outside information requests, though the correspondence with Frank H.T. Rhodes, the dean of LS&A during this time, does provide a broader overview of the activities of the department.

The Dept. of Astronomy records contain the records of the Association of Universities for Research in Astronomy (AURA) observatories visiting committee, 1980-1985; the chairman's daily file for William A. Hiltner and Robert P. Kirshner / Douglas Richstone, 1960-1988; and various subject files.

The records of the Department of Astronomy at the University of Michigan document the internal workings of the department, its relationship with the University and the scholarly community, and issues relating to the observatories under the direction of the Department, particularly in the 1970s and 1980s. Chairman's File

The Chairman's File series is divided into two subseries. There is a small subseries of departmental records from the period when William A. Hiltner was chairman. There is also a subseries of files relating to the internal and external workings of the Department under Robert P. Kirshner and, later, Douglas O. Richstone in the 1980s. Arranged in reverse chronological order, this subseries includes incoming and outgoing memoranda and correspondence which discuss faculty and doctoral appointments, fund-raising activities, and recommendations.
