The Resident Commissioner of the Philippines to the United States (1909-1916; Reels 1-7) subseries documents Quezon activities while serving in the United States. The papers are of two categories, his interaction with Americans on issues of Philippine independence and his communications with colleagues and other Philippine politicians on events taking place in Manila and elsewhere in the Islands. While serving in the United States, Quezon carried on extensive correspondence with Erwin Winslow and other members of the Anti-Imperialist League and with other individuals supportive of Philippine independence. The papers also indicate Quezon's efforts on behalf of Philippine modernization and economic prosperity as a necessary prerequisite to independence.
