   • William M. Shuster (in Philippines and in U. S.). Much correspondence with him beginning in mid-1913 with Quezon maneuvering to have him appointed next Governor-General to follow Forbes.
2. Communications with individuals in Manila and the Philippines:
   • S. Osmeña--letters, cables, etc.--mostly concerning Philippine-U.S. relations, Philippine political maneuvering in Manila by Osmeña and by Quezon in Washington with respect to Philippine independence, some on Partido Nacioanalista, etc

   • James Ross--regular friendly, mostly personal correspondence with occasional discussions of Philippine affairs and problems
