The Cecil E. Lockard photograph collection is comprised of photographs showing the confrontation between Ann Arbor police, recipients of Aid to Dependent Children, and other persons involved.

Biographical / Historical:

Cecil Lockard was born on April 27, 1929 in Detroit to Lillian Jones and father Cecil E. Lockard. He is a photographer for the Ann Arbor News, and brother of artist Jon Onye Lockard.

In 1969, five people broke up a closed meeting between Washtenaw County and state officials in protest of the amount of money that was granted to mothers through the Aid to Dependent Children (ADC) fund. As a result, officials agreed to meet with ADC mothers.
