Michigan organization formed to oppose public aid to non-public schools and students, variously known as CAP, and the Council Against Parochiaid. Minutes of meetings, correspondence, and other materials relating to their support of Proposal C in the Michigan election of 1970, and their opposition to Proposal H (the Voucher Plan) in the election of 1978.

These papers from the files of Kathryn Boucher, Executive Director of CAP, contain organizational and campaign materials in addition to newspaper clippings covering the two major state ballot proposals of the 1970's concerning public aid to non-public schools and students in the state of Michigan. The collection includes lists, bulletins, news releases, financial statements, mailings, workshop materials, papers from local coalitions, poll results and legal materials in addition to papers from the organization, United We Can, and a file containing "pro-parochiaid" materials. Also in the collection are notices and minutes of meetings for the years 1970-1972 and 1977-1978, and correspondence, 1970-1973, and 1977-1978. The 1970 correspondence record a variety of personal positions of Michigan Education Association members on the issue of parochiaid.

Dr. Edward Pierce was active in both medicine and politics in Michigan. He was well-known for his conception of and work at the Summit Medical Center in Ann Arbor, Michigan, a center offering medical services for low-income individuals. His political career included a seat on the Ann Arbor City Council, a term as Michigan State Senator and Mayor of Ann Arbor. The papers relate primarily to his political career, with the bulk of the papers focusing on his term as mayor of Ann Arbor from 1985 to 1987. Other papers refer to his campaigns for Congress, Senate, and governor.

The Olivia Maynard papers document the period of 1977 to 1982, when she was engaged in state Democratic politics and in organizations relating to women's rights. Some of the files concern her campaign for lieutenant governor in 1978. In addition, the collection includes several folders of her speeches given both as a candidate and as a party official.

The records of the Michigan Republican State Central Committee (hereafter SCC) consist of files generated over a twenty-year period by the three chairpersons, William F. McLaughlin, Arthur Elliott and Elly Peterson, who served in this period and by different staff members and departments within the party organization including executive director Jerry Roe, public relations director Hugh Humphrey, and Joseph Hunting, executive director of the Republican State Finance Committee. Although an attempt was made to maintain and otherwise arrange the files into series according to the name of the individual or department within the party that created the record, this was not always possible with the papers of the SCC. Thus some of the larger series within the collection, notably Topical Files and Campaign Files, have been drawn from different sources when that source of origin was not apparent or the files contained materials from two or more individuals

The Richard H. Headlee Papers document the activities of the principal leader of the "tax revolt" in Michigan in the 1970s and 1980s. The papers include material on the major organizations Headlee founded or was affiliated with, the voter initiative which resulted in passage of Proposal E (the "Headlee Amendment") restricting growth in property taxes, and Headlee's campaign for governor in 1988.

The papers were received in two major accessions. The first, received in 1988, has been arranged in three series: Taxpayers United for Tax Limitation, Taxpayers United Federation, and Topical Files. The second accession, received in 1994, has been divided into six series: Correspondence, Headlee for Governor (1988), Headlee Initiative, Taxpayers United for the Michigan Constitution, Visual Materials, and Clippings.

The papers of Robert Alexander span the years 1970-1982. The primary focus of the collection is on Alexander's political activities in both the Human Rights Party and the Democratic Party. There is no personal material, nor is there documentation of Alexander's career. Even within the sections on his political activities there is only a moderate amount specifically relating to Alexander. The papers give a view of local politics, in which Alexander was a relatively minor figure.

Property tax reform advocate in the late 1970s and early 1980s from Laingsburg, Mich.; 1982 Michigan gubernatorial candidate, and founder of the Tisch Independent Citizens Party. Tisch was also active in the U.S. Taxpayers Party. Material pertaining primarily to Tisch's three campaigns to lower property taxes, as well as later political activities. Political files series consists of clippings, constituent correspondence, campaign business (official correspondence, minutes, ballot proposals, speeches), press releases, political cartoons, and copies of the Michigan Taxpayer, the newsletter of the U.S. Taxpayers Party of Michigan.

The Robert Tisch Papers consist primarily of material pertaining to Tisch's three campaigns to lower property taxes, his 1982 gubernatorial campaign, and his later political activities with the Tisch Independent Citizens Party (which later became the Michigan Taxpayers Party, a political affiliate of the U.S. Taxpayers Party). The Tisch Papers are made up of two series: Political files and Memorabilia. The collection is composed primarily of press coverage of the Tisch campaigns in the form of newspaper clippings, kept by a clippings service and by Tisch himself. Within files, material is arranged chronologically. Items for which a date could not be ascertained are in the back section of each folder or are in separate folders labeled "undated."

Records of Taxpayers United Federation (and the two organizations from which it was formed, Taxpayers Federation of Michigan, and Taxpayers United for Tax Limitation), both organizations concerned with state tax limitation ballot proposals. Board of Director's and president's files, correspondence, clippings, photographs, videotapes, newsletters and other organizational records; contain material concerning ballot drives in 1976, 1978, and 1980.

The Taxpayers United Federation Records are comprised of three series: Taxpayers Federation of Michigan; Taxpayers United for Tax Limitation; and Taxpayers United Federation. Each series is arranged first chronologically by year, then alphabetically by topic. While correspondence in each series is in chronological order by month, the researcher is advised that, whenever possible, correspondence has been left with appropriate topical files.

The collection is primarily an office file which documents Ford's activities as a local representative, federal legislator and politician. Constituents' opinions and concerns are represented as well, particularly in the correspondence and questionnaire response files.
